WHO IS CHASING THESE POLICE OFFICERS?

The first time I saw this funny picture it reminded me of some of my 'scary' experiences as a young Journalist/ Graphics Designer back in the days in Port Harcourt, particular at the peak of the Niger Delta militants impunity in the South South.

The situation got so bad in Rivers and Bayelsa states that it became a "normal thing" to see security officials take off their uniform in a bid to escape from "battle fronts".


Who or what is chasing these senior police officers? Alternatively, who are they chasing?
