Did Prof Soyinka Actually Say This About Jonathan's Wife?

A quote has been circulating on the social media, said to have been made by the Nobel Laureate, Prof Wole Soyinka, which is a direct ridicule on President Gooodluck Jonathan's wife, Patience.

Patience Jonathan is a Permanent Secretary in Bayelsa State, so I don't know if this statement credited to Prof Soyinka could be said to be the truth about her. See the quote below:

"When you marry an illiterate woman, you make stupid decisions like Jonathan."

 If Prof Soyinka actually said this, how come an "illiterate" is made a Permanent Secretary?
